Sale clears way for senior housing

With the land in hand, the Dakota County Community Development Agency can move forward with plans to build a 60-unit senior housing project.

The Rosemount Port Authority, which serves as the city’s economic development arm, has approved the sale of land it owns on the corner of Highway 3 and Lower 147th Street. The port authority sold the property for $300,000, which according to city documents was the fair market value.

The CDA also bought four single family lots on the west side of Cambrian Avenue to make way for the project.

The CDA has identified the former Genz-Ryan site as favorable because of its close proximity to its other Rosemount property and the services available downtown including the library and transit station.

The port authority held a public hearing before approving the sale. No one spoke.

In a memo to the port authority, community development director Kim Lindquist said the project reflects the goals of the high quality design and architecture the city has for the downtown. She said the project also is consistent with the city’s goal for redevelopment and bring more residential units into the downtown.

The CDA proposes to build an L-shaped building on the northern part of the former Genz-Ryan property. The building will include 33 one-bedroom apartments and 27 two-bedroom apartments. While most of the building will be affordable apartments with a fixed rent, 10 percent will be market rate.

The project will also include a 58-stall underground parking garage and 24-stall above ground parking. Parking has been one of the primary concerns expressed by residents in public hearings held as part of the planning process.
