BIDS: Dakota County - Byllesby Dam Gate Design and Fabrication

Notice is hereby given that sealed bids will be received at the Western Service Center at Physical Development Administration - 3rd Floor; 14955 Galaxie Avenue; Apple Valley, Minnesota 55124-8579 until 9:00 A.M. on Friday, March 29th, 2013 at which time they will be opened and read aloud for the following County project:

To provide additional flow release capabilities at the Byllesby Dam located in Cannon Falls, Minnesota, an existing earthen fuse plug spillway and adjacent non-overflow structures will be removed and replaced with a new gated spillway section. Contractor will provide removal of the existing fuse plug and installing two crest gates with retaining wall structures downstream of the spillway. It will also require the raising of a perimeter dike to maintain pool without overtopping during a larger flood event.

The scope of services for this contract includes but not limited to:

•Site demolition including removal of existing dam embankments, structures, clearing & grubbing, and other site related demolition tasks

•Excavation including removal of downstream and upstream topsoil and bedrock materials, and some materials in a wet condition

•Form and pour concrete abutments, sills, piers, retaining walls, and tie-in to existing dam facility

•Installation of crest gates and hydraulic systems (provided by others) as per requirements by crest gate manufacturer. Installation will need to be coordinated with crest gate manufacturer to insure concrete abutments and pier walls are installed as per manufacturers shop drawings

•Installation of crest gate embeds in concrete prior to installation of crest gates and hydraulic systems

•Fabrication and installation of walkway bridge on top of proposed crest gate structure

•Installation of local site control building for placement and installation of hydraulic control systems

•Phased construction to maximize the amount of work being completed in the dry condition and minimize project impacts to insure excavation upstream of spillway including removal of existing earthen dam section, core wall, and other concrete structures

•Raising height of existing perimeter dike earthen dam to accommodate higher pool elevation during larger flood events

It is anticipated that a contract to perform the work will be awarded by resolution of the Dakota County Board of Commissioners at the County Board meeting scheduled for April 9, 2013.

Bids must be accompanied by a certified check or corporate surety bond, made in favor of Dakota County in an amount of at least five (5) percent of the amount bid. The right is reserved to accept or reject any or all bids and to waive informalities therein.
