January 8, 2013

The Dakota County Board of Commissioners met on January 8, 2013 and took action with respect to the following matters: The Dakota County Sheriff’s Honor Guard presented the colors for the Pledge of Allegiance. Elected - 2013 County Board Chair Commissioner Kathleen Gaylord and Vice Chair Commissioner Liz Workman. Designated - 2012 local officials for Campaign Finance & Public Disclosure Board reporting and Association of MN Counties.

Approvals: County Board Meeting Minutes – December 11, 2012. Summary of conclusions of review of County Administrator’s 2012 performance. Applications – Joseph Heinen for repurchase of tax-forfeited parcel. Appointments – Metropolitan Emergency Services Board committees. Ratify Chairs for Committees of the Whole for 2013, County Board members to boards/committees/commissions for 2013, citizens to various citizen advisory committees. Recommend appointment to Minnesota Zoological Board. Policies – Amend County Board Operating Rules and Guidelines and Policy 1015, Citizen Advisory Committee Membership.

Authorizations: Agreements – Mutual Aid Agreement for transportation of prisoners. Amendments – Office of Risk Management Budget to reallocate grant funds. Community Development Agency – Amendments to Community Development Block Grant Program for 2007, 2008, 2010 and 2011. Contracts – Specialty Underwriters, LLC for equipment maintenance. Baker Tilley Virchow Krause, LLP for maintenance study. Osland Building Maintenance and Servicemaster Premier Cleaning Services for housekeeping services at county buildings. Bolton & Menk, Inc. for Minnesota River Greenway alignment preliminary design project. Joint Powers Agreements (JPA) – City of West St. Paul for development optical fiber optical fiber network. Dakota County Soil and Water Conservation District to assist Water Resources department. Castle Rock Township for enforcement of local ordinances. Purchases – Appraise and negotiate acquisition of shoreland conservation easements. Three motor graders with snow removal equipment.
