The Dakota County Board of Commissioners met on December 11, 2012 and took action with respect to the following matters:
Approvals: County Board Meeting Minutes – November 20, 2012. Replacement financial assurance and release of financial assurance for Honsa Lighting Sales and Service, Inc. facility. Support for development of Mississippi River Trail as U.S. bicycle route. Establishment of 2013 elected officials’ and County Administrator’s compensation. Establishment of fund balance commitments, self-funded health plan claims reserve and adoption of amended fund balance policy. Cancellation of 2012 debt service levies. Recognition of retiring Commissioners Joseph Harris and Willis Branning. Adopted – 2013 unclassified employees merit compensation policy and plan. 2013 property tax levy, budget and board priorities. 2013-2017 Capital Improvement Program. 2013 levy increment for Dakota County Community Development Agency (CDA). 2013 Vermillion River Watershed special tax district levy. Applications - Liquor licenses for Emerald Greens Golf Course, LLC, Castle Rock Bar & Grill, Inc., Hidden Greens, Inc., Little Log House Properties, Inc., Cannon Golf Club, Inc., Gopher Hills, Inc. and Newman Golf Investors, LP. Gifts - Hastings Police Department, $500 for Adult Drug Court program. Friends of Inver Glen Library, $1,000 for Lucy U books. Grants – Agreements with DARTS, Legal Assistance of Dakota County, and YMCA of Greater St. Paul to continue funding human services related programs. Application, grant agreement and amend budget for enhanced employment services for offenders. Grant agreement for maternal, infant and early childhood home visiting and fund public health nurse positions. Grant agreement for interpretation plan for Mississippi River Trail Corridor. Plats – Spirit of Brandtjen Farm 10th Addition, Cortland, Cobblestone Lake South Shore 7th Addition, Argenta Hills 5th Addition, Argenta Hills 6th Addition and Cub Foods Addition. Policies – Repurchase of non-homesteaded, tax-forfeited property. Property – Acquisition of right of way on County Project (CP) 9-42. Appraise and negotiate acquisition of conservation easement on Duane Lengsfield and Evelyn Kaiser property. Conveyance of tax forfeited parcels to South St. Paul Housing and Redevelopment Authority and Ravenna Township. Public Hearing – Modifications to CDA Tax Increment Financing (TIF) Plan No. 3 in City of Apple Valley.
Authorizations: Negotiate acquisition of easements on Klein Bank property. Agreements – Castle Rock Township for roadway jurisdictional changes. Host fee agreements with SKB. Lease and license agreement renewals for space at Northern Service Center. Amendments – Employee interchange agreement with South Metro Fire Department. Ordinance No. 118, Dakota County Planning Commission. Lease agreement with Burnwood, LLC for CP 5-41. Condemnation petition in matter of County of Dakota v. William Sorg and Marion Sorg. Award of Bid/Contract – Ames Construction for CP 5-41. Closed Executive Session – Develop offer for Klein Bank Property, County of Dakota v. William Sorg and Marion Sorg, and evaluate performance of County Administrator. Community Development Agency – Amendment to South St. Paul Community Development Block grant program. Contracts –2013 Community Corrections services as follows: sex offender treatment services, domestic violence education, sentencing to service, Driving With Care and Thinking For a Change group services, general education degree testing services, yoga and art instruction, psychological evaluation services for juveniles, secure transportation, psychosexual evaluation services for juveniles, wrap around dual diagnosis facilitation services, juvenile sex offender treatment services, and purchase of drug testing and related services. Transportation services for Minnesota Family Investment Program (MFIP) participants. MFIP employment services. Dakota Healthy Family services. Mental health treatment services for youth and families. Chemical Dependency Rule 25 assessment services. Home and community based waivered services for case management and related services. Adult mental health intensive residential treatment services. Labor consulting contract for 2013. Contracts Amendments – Hammel, Green, Abrahamson, Inc. for consulting services for Whitetail Woods Regional Park. Joint Powers Agreements (JPA) – City of Eagan for permanent protection and funding for Caponi Art Park property. State of MN and cities of Burnsville and Savage for development of fiber optic network. Minnesota Pollution Control Agency for household hazardous waste program operations. Vermillion River Watershed Joint Powers Organization for groundwater studies, outreach and communication services. Eureka, Nininger, Ravenna and Waterford townships for enforcement of local ordinances. JPA Amendments – Dakota County Soil and Water Conservation District for land conservation activities. Ratified – Solid Waste Management Coordinating Board special projects. Rescission of Resolution – Resolution No. 12-533 and execute revised agreement with MN Department of Transportation for CP 68-10.
