A 19-year-old St. Paul man faces felony criminal sexual conduct charges after he reportedly had sex with a 14-year-old Rosemount girl.
The girl’s foster parent contacted Rosemount police in August after the girl left home without permission following an argument. The foster parent also raised concerns the girl had been having sex with an older man later identified as James Lee Whitner.
According to a complaint filed in the Dakota County Attorney’s office Whitner admitted having sex with the girl on Aug. 16 and Aug. 19. He told police he originally thought the girl was 17 but between the two dates on which he acknowledged having sex with her learned the girl’s true age.
When police talked to the girl she began to cry and said she was pregnant and was concerned about the baby not having a father.
Rosemount man charged with drug possession
Rosemount police went to Anthony Ritacco’s house last March to arrest him on a warrant and found heroin in his pockets.
Ritacco, 22, was in his garage when police showed up. While searching him they found two small pieces of tin foil containing a bag with a brownish-black substance. According to a complaint filed in the Dakota County Attorney’s office Ritacco told police the substance was heroin. Later tests confirmed Ritacco had .15 grams of the drug.
If convicted on a felony drug possession charge Ritacco could face up to five years in jail and fines of up to $10,000. A petty misdemeanor charge of possessing drug paraphernalia has a maximum fine of $300.
