The Dakota County Board of Commissioners met on October 23, 2012 and took action with respect to the following matters:
Approvals: County Board Meeting Minutes – October 2, 2012. Approval of space needs assessment and design concepts for Inver Glen Library. Use competitive bidding for leasing county property. Pursue solar photovoltaic project with Newport Partners, LLC. Establish medical plan administrative fees. Appointments – Dr. Andrew Baker as Medical Examiner. Grants – 2013 adult mental health grant applications and grant renewal. Submit brownfield grant applications. Grant agreement with Minnesota Department of Natural Resources for Mississippi River Regional Trail. Plats – Stonehaven 4th Addition, City of Eagan. Policies – Amend Bid, Grant and Contract policy. Adopt policies for advance funding city cost share of transportation projects and for housing supports. Public Hearing – Receive Comments on and adoption of 2013 Dakota County Fee Schedule and receive comments on and amend Ordinance No. 118 and repeal Ordinance No. 120. Resignation – Dr. Lindsey Thomas as Medical Examiner.
Authorizations: Agreements – Host fee agreements for landfills. 2013 labor agreement with AFSCME Council 5 Local 306. Minnesota Department of Transportation for federal participation in County Project (CP) 68-10. Hennepin County for morgue and medical examiner services. Amendments – 2012 Employment and Economic Assistance budget. Closed Executive Session – Develop offer to purchase property owned by Stephen and Lilli Andrews and County of Dakota v. William and Marion Sorg. Contracts – Augustana Apartments of Hastings for customized living, homemaking and meal services. Volunteer driver transportation services. Dakota Woodlands, Cenneidigh/KCG, Inc., The Link and Mental Health Resources for housing services. CH2MHill, Inc. for engineering services. A’Viands, LLC for food services to Dakota County jail and juvenile services center. Contracts Amendments – JHPool Consulting, Incorporated for adult services assessment and project management. Extend for REMS Programmer. Joint Powers Agreements (JPA) – Ramsey and Anoka Counties for detoxification and commitment hold services. Cities and Rural Solid Waste Commission for 2013 funding. City of Lakeville for CP 50-19. Memorandum of Understanding – Metropolitan Area Agency On Aging for implementation of legislation. Requests – To Nininger Township for parcel split and road vacation. From Randolph Township for cost participation in reconstruction of Harry Avenue. Scheduled – Public hearing to receive comments on proposed modification of Tax Increment Financing (TIF) District No. 3.
