The Dakota County Board of Commissioners met on December 13, 2011 and took action with respect to the following matters:
Approvals: County Board Meeting Minutes - November 15, 2011. Appointment - Reappointed Dakota County Medical Examiner Dr. Lindsey Thomas. Easements - Furlong Property - Spring Lake Park Mississippi River Regional Trail (MRRT). Gilomen Property - farmland protection projects. Easement application for Pine Bend Bluffs/MRRT. Miesville Ravine Park Reserve - MN Department of Natural Resources to install monitoring wells. Grants - Grant agreement amendment with MN Department of Human Services (DHS) for substance abusing/dependent offender services. Ratified Federal Transit Administration Job Access and Reverse Commute Grant and executed grant agreement with Metropolitan Council. DHS grant for child maltreatment outreach and prevention services. Reallocated 2009 Homeland Security Grant funds for Dakota County Special Operations Team. Levies - Cancelled 2011 Debt Service Levies. 2012 County property tax levy, budget, and priorities. 2012 Dakota County Community Development Agency Levy Increment. 2012 Vermillion River Watershed (VRW) Special Tax District Levy. Licenses - 2012 intoxicating liquor licenses. Plans - Community Corrections 2012-2013 Comprehensive Plan. Release draft Park System Plan and new Regional Park Draft Master Plan for public review. Established 2012 elected officials' and county administrator compensation. 2012 Unclassified Merit Compensation Policy and Plan. 2012–2016 Capital Improvement Program. Plat - Christianson Estate, Apple Valley. Policies - Employee relations policies modifications. Renewed installment plan for repurchase of non-homestead, tax-forfeited property policy. Financial statement fund balance policy. Property - Initiate "quick take" condemnation of right of way for MRRT Pine Bend segment. Public Hearing - Receive comments on Dakota County 2030 Transportation Plan. Resignation - Planning Commission member. Settlement - Parcel 94 (324): County Project (CP) 23-64.
Authorizations: Agreements - Metropolitan Council for MetroGIS regional parcel data sharing and distribution. MN State Court Administrator's Office for Juvenile Drug Court Program. MN Department of Transportation for construction projects. Ramsey and Washington Counties for mutual transportation of prisoners. Law Enforcement Labor Services Licensed Deputies Unit. Teamsters Local 320 Jail Unit. Agreement Amendments - Anoka, Chisago, Dakota, Hennepin, Isanti, Ramsey, Sherburne, and Washington Counties for nonemergency medical access transportation services. Ramsey County for mental health clients. Closed Executive Sessions - Dakota v. Empire Four, LLC and Marie Forbush (CP 23-59). Labor negotiations strategy. Performance of County Administrator. Contracts - Specified providers for the following services: community services office support, sex offender treatment, domestic violence education, sentencing to service, driving with care and thinking for a change group, general education degree testing, yoga and art instruction, juvenile psychological evaluations, MN Family Investment Program, emergency and transitional housing, residential/business electronics collection, morgue and medical examiner, labor consulting, workers' compensation, and medical services for jail inmates. Contract Amendment - WSB & Associates, Inc. for engineering services for MRRT. Joint Powers Agreements (JPA) - Seek direction for JPA with City of Hastings for fleet services. City of Burnsville for right of way for CP 5-41. Rice and Goodhue Counties for Federal Juvenile Accountability Block Grant funds. VRW Joint Powers Organization for groundwater studies, public outreach, and communication services. JPA Amendment - Twin cities public health and environmental health mutual aid. Memorandum of Understanding - University of MN for local extension programming. Penalty - Southern Hills Golf Course for the sale of alcohol to a minor. Purchase - Lewis Property - Miesville Ravine Park Reserve. Rescission of Resolutions - Specified providers for adult mental health services: Resolution Nos. 11-454, 11-455, 11-456, and 11-457. Scheduled - Public hearing to receive comments on Park System Plan amendment, 2/28/12, 9 a.m., Administration Center Boardroom, Hastings.
