March 17, 2009
The Dakota County Board of Commissioners met at 9:03 a.m. on Tuesday, March 17, 2009, in the Boardroom, Administration Center, Hastings, Minnesota. All County Board members were present. The minutes of the County Board meeting, held February 24, 2009, were approved as presented and entered in Commissioners’ Record MM.
The following revisions were made to the agenda: Added to the regular agenda Item 11.4 – Appointment Of Member To Community Development Agency Board, District 7 and moved the following from the consent agenda to the regular agenda ? Item 9.5 – Award Of Bid And Authorization To Execute Contract With PCiRoads, LLC For Bridge Repair On County Road 81, County Project 81-12 and Item 9.6 – Authorization To Execute Contract With Patchin Messner & Dodd For Appraisal Services On County Project 42-91 In City Of Burnsville.
Proclaimed the month of April 2009 to be observed as Child Abuse Prevention Month and Sexual Assault Awareness Month and April 13-19, 2009, as Shaken Baby Syndrome Awareness Week in Dakota County. Urged all citizens to use this time to better understand, recognize, and respond to these issues.
OPERATIONS, MANAGEMENT, AND BUDGET
Authorized execution of an amendment to the contract with LifeCycle Technologies for professional services for the Criminal Justice Information Integration Network.
Authorized purchasing property insurance, including builders risk, boiler and machinery, EDP, valuable papers, extra expense and inland marine coverage through Affiliated FM Insurance.
Metropolitan Council Chair Peter Bell presented Item 12.1 – Appointment Of Dakota County Representative To Board Of Directors Of Regional Parks Foundation. Chair Bell gave an overview of the Regional Parks Foundation and responded to questions from the Board. Supported establishing the Regional Parks Foundation of the Twin Cities and appointed Michelle Beeman, Dakota County Environmental and Natural Resources Director to represent Dakota County.
Authorized purchasing surveying equipment including three total stations and four GPS receivers from Frontier Precision, Inc.
Authorized distribution of Negative Declaration on Need for Environmental Impact Statement for County State Aid Highway 23, Cedar Avenue Corridor Transitway in Apple Valley and Lakeville.
Authorized execution of a Joint Powers Agreement with the City of St. Paul for electrical maintenance on traffic signals that Dakota County maintains as requested by the County on a reimbursable basis.
Awarded the bid to and authorized execution of the following contracts: 1) Expert Driveways, Inc. for crack sealing projects in County Project (CP) 97-87; and 2) PCiRoads, LLC for bridge repair on County Road 81, CP 81-12. Amended the 2009 Transportation Capital Improvement Program (CIP) budget for both projects.
Authorized execution of a contract with Patchin Messner & Dodd to perform professional appraisal services for CP 42-91. Amended the 2009 Transportation CIP budget for both projects.
Authorized execution of a Trailway Easement Agreement with the City of Inver Grove Heights for the Mississippi River Regional Trail, CP 97-81.
Water Resources Office:
Appointed Donald McCready to the Lower Minnesota River Watershed District Board of Managers.
PUBLIC SERVICES AND REVENUE
Received a presentation from the County Assessor on the Annual Market Value Update. The County Assessor responded to questions from the Board regarding land values, green acres law changes, current sales and property values.
Accepted the following gifts and expressed its appreciation for them: $1,200 from Michael and Lola Hendrickson for children’s materials at the Heritage Library, and $1,239.90 from the Friends of the Wescott Library for the Minnesota Mosaic program and the Wescott Library remodel.
Property Taxation And Records:
Received an Annual Report On Acceptance Of Credit Cards for Dakota County Services.
No plats were presented for approval.
COUNTY BOARD/COUNTY ADMINISTRATION
Received a presentation on Dakota Communications Center (DCC) Operations and 2009 budget from DCC Executive Director Kent Therkelson.
Delegated the County Administrator authority to apply for competitive grant funds available through the American Recovery and Reinvestment Act (ARRA). If competitive grant funds are awarded under ARRA provisions, directed staff to present grant agreements and related budget amendments to the County Board for approval.
Held the following closed executive sessions: 1) Dakota County v. Lakeville Land, Ltd., et al (County Project (CP) 70-06). Authorized final payment to Dana and Mary Christian and Rypkema Development, LLC for quick-take condemnation and final settlement; and 2) Dakota County v. T-L Burnsville, LLC (CP 42-91). Authorized final payment of the settlement amount and filing of the necessary court documents to effectuate final settlement.
Appointed Shelia Reger to the Personnel Board of Appeals (At Large District) and Rusty Fifield to the Community Development Agency Board (District 7).
Received a Legislative Update.
Received the Report On Invoices Paid in February 2009.
The County Board meeting was adjourned at 12:48 p.m.
The next regular Dakota County Board meeting will be held April 7, 2009, at 9:00 a.m.
