The Dakota County Board of Commissioners met at 9:02 a.m. on Tuesday, April 15, 2008, in the Boardroom, Administration Center, Hastings, Minnesota. All County Board members were present. The minutes of the County Board meeting, held April 1, 2008, were approved as presented and entered in Commissioners’ Record LL.
Deleted Agenda Item 8.3-Award Of Bid And Authorization To Execute Contract With Ames Construction, Inc. For County Project 70-06.
COMMUNITY SERVICES
Employment & Economic Assistance:
With the concurrence of the Dakota-Scott Youth Council and the Dakota-Scott Workforce Investment Board (WIB), authorized submission of the state fiscal year 2008 Youth Plan to the Minnesota Department of Employment and Economic Development (DEED). With the concurrence of the WIB, authorized execution of the following: Workforce Investment Act (WIA) Youth Program and the Minnesota Youth Program (MYP) grant agreements with DEED and a contract with Tree Trust to provide WIA Youth and MYP services.
Public Health: Presented the 2008 Public Health Achievement Award for three categories to the following individuals and organizations: 1) Youth: Hastings Tobacco- Free Parks Youth; 2) Individual: Jack Hinderscheid; and 3) Community: Burnsville Healthy City Partnership. Chair Schouweiler individually recognized each of the award recipients by highlighting their achievements and contributions in promoting the health of the public in Dakota County. Award plaques were presented to: Mr. Jack Hinderscheid, Ms. Jennifer Fox, Ms. Kristen Mages, Ms. Ali Schnell, Ms. Rachel Cobian, and the following individuals representing the Burnsville Healthy City Partnership: Mayor Elizabeth Kautz, City of Burnsville, Ms. Kelly Hansen, Burnsville Recreation Department, Mr. Scott Peterson, YMCA, Ms. Ann Hendricks, Fairview Ridges Hospital, Mr. Don Reynolds, Goodrich Company, and Ms. Janelle Hart, Citizen. A reception was held in honor of the 2008 Public Health Achievement Awards recipients.
Social Services: Proclaimed the week of May 3-9, 2008, as Licensed Family Child Care Provider Week.
Proclaimed the month of May 2008 to be observed as Foster Care Month.
Proclaimed the month of May 2008 to be observed as Mental Health Month in Dakota County. Ms. Janice Brown, President of the National Alliance on Mental Illness (NAMI)-Dakota County, briefed the Board on planned activities for Mental Health Month. Joining Ms. Brown were the Co-Chairs of the Dakota County Adult Mental Health Local Advisory Council (LAC), Anne Henderson and Jeanne Nielsen.
OPERATIONS, MANAGEMENT, AND BUDGET
Financial Services: Received the Report On Invoices Paid in March 2008.
Information Technology:
Authorized purchasing Microsoft Office 2007 software licenses, Core Client Access Licenses (CAL), and Sharepoint Enterprise CAL from Software House International and execution of a contract with Ann Cooper Jameson for training Dakota County employees on the use of the updated software.
Operations Management: Awarded the bid to and authorized execution of a contract with Northern Air Corporation to install a new water softener in the Judicial Center.
PHYSICAL DEVELOPMENT
Administration: Scheduled a public hearing for May 6, 2008, at 9:00 a.m. in the Boardroom, Administration Center, Hastings, Minnesota, to receive comments on the Federal Fiscal Year 2008 One-Year Action Plan, including the proposed Community Development Block Grant (CDBG) activities, the HOME Investment Partnership (HOME) Program funded activities, American Dream Downpayment Initiative activities, and signature for the Local Government and Specific CDBG and HOME certifications.
Scheduled a County Board Workshop for May 13, 2008, at 11:00 a.m., or following the Physical Development/Community Services Committee of the Whole meetings, in Room 520, Dakota County Northern Service Center, West St. Paul, to discuss County energy policy development.
Environmental Management: Approved a license for Heritage-Crystal Clean, LLC to operate a hazardous waste transfer facility in the City of Eagan, subject to compliance with all applicable laws and appropriate license conditions.
Parks: Authorized execution of a contract amendment with Rochon Corporation for change orders 4, 5, and 6 for the construction of the Schaar’s Bluff Gathering Center.
Directed staff to remove any references in the Park System Plan to the Chub Lake area as a designated location for a future Regional Park.
Adopted the Dakota County Park System Plan and directed staff to forward the Plan to the Metropolitan Council for consideration and adoption.
Transportation: Authorized execution of an agreement with the City of Farmington for County Project 64-20.
Approved the settlement amount and authorized payment to the property owner for the easement acquisition of Parcels 3 and 6, Dakota County Right of Way Map 315, and authorized conveyance of the right of way in Parcels 3A, 6A, 7, and 8. Authorized execution of the quit claim deed releasing the right of way in Parcels 3A, 6A, 7, and 8, Dakota County Right of Way Map 315.
Water Resources: Authorized execution of a joint powers agreement with the Vermillion River Watershed Joint Powers Board through which the Vermillion River Watershed Joint Powers Organization will provide funding assistance for studies and programs and amended the 2008 Water Resources budget.
Amended the 2008 Water Resources budget to purchase and sell rain barrels.
PUBLIC SERVICES AND REVENUE
Administration: Proclaimed May 5–9, 2008, as Juror Appreciation Week.
Library: Accepted the donation of $1,025.61 from the Friends of the Wescott Library and expressed its appreciation for this generous gift.
Property Taxation And Records: Approved the following applications for licenses to sell 3.2% malt beverages and authorized Property Taxation and Records to issue licenses upon payment of the proper fees: Castle Rock Township - Dakota County Agricultural Society dba Dakota County Fair and MN Scottish Fair & Highland Games (held at Fairgrounds); Empire Township - Newman Golf Investors, LP dba Southern Hills Golf Club; Marshan Township - Bellwood Oaks, Inc.; Vermillion Township - PACE Local 7-662 dba Kountry Corners; and Randolph Township - Woody’s Pump N Munch.
COUNTY BOARD/COUNTY ADMINISTRATION
County Board: Accepted the resignation received from Scott Kelly, District 6 representative on the Human Services Advisory Committee, and authorized staff to begin the process to fill this vacancy.
Appointed the following County Board members to the Counties Transit Improvement Board: Paul J. Krause and Nancy Schouweiler (Members) and Thomas A. Egan (Alternate). Appointed the following County Board members to the Grant Evaluation and Ranking System Committee: Thomas A. Egan (Member) and Paul J. Krause (Alternate).
Appointed Brent Poppenhagen to the Human Services Advisory Committee.
Held a Closed Executive Session to discuss the potential purchase of the James and Judith Wicker property. Authorized execution of a Purchase Agreement with James and Judith Wicker to acquire the 29-acre parcel within Spring Lake Park Reserve. Amended the 2008 Countywide and Parks and Open Space Capital Improvement Program budgets. Authorized execution of a lease agreement with James and Judith Wicker.
Received a Legislative Update.
Employee Relations: Authorized execution of labor agreements with the following: Minnesota Nurses Association bargaining unit, Human Services Supervisors Association, Teamsters Local 320 Facilities Management unit, and Teamsters Local 320 Sheriff’s Administrative Support unit.
The County Board meeting was adjourned at 11:13 a.m.
The next regular Dakota County Board meeting will be held May 6, 2008, at 9:00 a.m.
