State changes impact ISD 196 levy

Changes made this year by the Minnesota Legislature could mean lower taxes for residents of the Rosemount-Apple Valley-Eagan School District.

District 196 School Board members on Monday approved a preliminary tax levy of $68,183,697. That’s a 7.6 percent decrease from last year’s levy.

This is the fourth straight year and the seventh time in the past eight years the district’s preliminary property tax levy has decreased.

Finance director Jeff Solomon said the change is primarily the result of changes legislators made to equalize state aid to school districts. That preliminary levy does not include an operating levy voters will consider on the November ballot, but Solomon said the state’s changes mean that levy will have a smaller impact on district residents.

Early on, the district told residents that the levy, if approved, would raise taxes by $184 per year on a $225,000 home, the district average. With the state’s equalization the impact on that home shrinks to $56 per year.

The preliminary levy sets a maximum amount the district can ask taxpayers to pay. The board will approve a final levy at its Dec. 9 meeting.
