Metropolitan Council Environmental Services (MCES), operator of the metro-area wastewater collection and treatment system, will hold a public hearing to inform the public about and accept comments on its Draft Facility Plan for the Seneca Wastewater Treatment Plant Solids Processing Improvements Project (MCES Project No. 807500). The Seneca Plant, located in the City of Eagan, serves the communities of Eagan, Bloomington, Burnsville, and Savage, and portions of Lakeville, Apple Valley, Inver Grove Heights, and Edina.
MCES’s Draft Facility Plan for this project outlines alternatives studied and the resulting recommendations for:
•Rehabilitating and/or replacing existing wastewater solids processing equipment and facilities to allow the plant to provide wastewater treatment capacity into the future.
•Upgrading technology to meet new U.S. Environmental Protection Agency air emissions standards that will become effective in 2016.
•Improving energy conservation in the treatment plant operations.
Planning and design of the improvements will take place in 2013-2014; construction of the improvements will be scheduled for 2015.
