Deputy assaulted; inmate charged
An inmate of the Dakota County Jail in Hastings, Steven Lee Dingman, faces a charge of an assault in the fourth degree, following a July 9 incident in a cell block at the jail. According to the criminal complaint, the correctional deputy was helping to restrain Dingman, who apparently had been acting out of control and had been placed in a restraint chair. The deputy said that as he was unlocking Dingman's handcuffs, Dingman grabbed the deputy's right hand and twisted it, causing pain. The deputy said he repeatedly asked Dingman to release him. Dingman eventually released him.
The deputy talked with several other correctional deputies. According to them, Dingman cursed at staff, used racial slurs, and attempted to pin another deputy's foot to the floor.
