The Dakota County Board of Commissioners met at 9:01 a.m. on Tuesday, June 2, 2009, in the Boardroom, Administration Center, Hastings, Minnesota. All County Board members were present. The minutes of the County Board meeting, held May 19, 2009, were approved as presented and entered in Commissioners' Record MM.
Scheduled a closed County Board meeting on June 16, 2009, at 3:30 p.m., at the Goodhue County Law Enforcement Center, Second Floor Emergency Management Training Room, 430 W 6th Street, Red Wing, Minnesota, to discuss the matter of County of Dakota and County of Goodhue v. North American Hydro Holdings, Inc., et al.
OPERATIONS, MANAGEMENT, AND BUDGET
Authorized execution of a Joint Powers Agreement with the City of West St. Paul for project management services for their proposed Public Works Facility.
Ratified requisitions from the U.S. Department of Housing and Urban Development for Dakota County Community Development Agency (CDA) funding requests.
Dakota County CDA Director of Community Revitalization Dan Rogness introduced Item 12.1 - Approval Of Substantial Amendment To Dakota County's 2008 One-Year Plan For Community Development Block Grant (CDBG) Program to Receive Funding From CDBG - Recovery Program and responded to questions from Board members regarding the timeframe for expending funds and specific recommended projects. Approved the Substantial Amendment to Dakota County's 2008 One Year Action Plan for CDBG to receive funding.
Rescinded Resolution No. 09-230. Authorized execution of the following agreements: 1) Traffic control signal agreement No. 94220R with the Minnesota Department of Transportation (Mn/DOT) and the City of Inver Grove Heights for County Project (CP) 28-47, County Road (CR) 28 at the State Highway 52 ramps; and 2) Agreement with the City of Inver Grove Heights for CP 28-47, at CR 28 and Blaine Avenue. Amended the 2009 Transportation Capital Improvement Program budget.
Authorized execution of the following agreements: Traffic Control Signal Agreement No. 93850M and Lighting and Maintenance Agreement 94090M with Mn/DOT and Cities of South St. Paul and West St. Paul for CP 6-08, 8-19 State Project 1928-52, new lighting systems along the roundabouts on the Trunk Highway 52 east and west ramps at CR 8 (Wentworth Avenue); and Lease Amendment for Cameron's Warehouse Liquors, Inc. for CP 56-06.
PUBLIC SERVICES AND REVENUE
Accepted the following donations and expressed its appreciation for these generous gifts: 1) Friends of the Wescott Library: $3,458.49 for craft supplies, magazine binders and Summer Reading Club prizes, $579.80 for rental of the portable storage units used during the Wescott remodel, and $1,324.50 for bulletin boards, a poetry contest and more magazine binders; 2) Friends of the Hastings Library: $2,000.00 for travel books, audio books, DVDs and Playaways; 3) Jostens Foundation: $6,000.00 for support of the Teen Summer Reading program; and 4) Eagan Rotary Foundation: $2,203.77 for support of the Eagan Rotary Reading Project.
Property Taxation And Records:
Approved the following applications and issuance of licenses upon payment of the proper fees: Midwest Latino Entertainment & Talent, Inc. for a temporary 3.2% malt beverage license for the period of July 4, 2009, for a rodeo to be held at the Dakota County Fairgrounds; and Assemblage of Large Numbers of People licenses from Southern Cruzers Car Club, Inc. for a car show, swap meet and craft fair on August 29, 2009 and from Nick Langley for the Hastings Music Festival on June 14, 2009.
COUNTY BOARD/COUNTY ADMINISTRATION
Approved the settlement agreement for Parcel 31(311) located in Burnsville for County Project (CP) 42-91 and authorized final payment to Yang Brothers Real Estate, LLC for this parcel.
The County Administrator presented a Certificate of Appreciation from the Beyond the Yellow Ribbon group of Hastings to the Board for making a significant impact to recognize, provide support and activities to service members and their families. Cancelled the County Board workshop to discuss the 2010 budget scheduled for June 16, 2009.
Accepted the resignation received from Carolyn Sampson on the Human Services Advisory Committee and authorized staff to begin the process to fill this vacancy.
Appointed Carol Schultz to the Dakota-Scott Workforce Investment Board for Private Sector.
The County Board meeting was adjourned at 10:15 a.m.
The next regular Dakota County Board meeting will be held June 16, 2009, at 9:00 a.m.
