NOTICE TO ANNOUNCE START OF PUBLIC

COMMENT PERIOD

This notice is to announce the beginning of a seven-day (7) public comment and review period of an amendment to Dakota County's FY 2008 One-Year Action Plan. The purpose of the public comment period is to receive comments from and to pass information to the general public concerning the proposed use of federal funds as authorized by the American Recovery and Reinvestment Act (ARRA) of 2009.

ARRA appropriates $1 billion in Community Development Block Grant (CDBG) funds to states and local governments to carry out on an expedited basis, eligible activities under the CDBG program. These funds are referred to as CDBG-R funds.

The U.S. Department of Housing and Urban Development (HUD) is defining the application process for the CDBG-R funds as a substantial amendment to a grantee's One Year Action Plan for the CDBG Program. This funding is a special allocation of CDBG funds and will not continue. The CDBG-R allocation for Dakota County is $460,585.00. The Action Plan amendment, which includes the CDBG-R grant application and required certifications, is due to HUD on June 5, 2009.

A summary of the proposed uses for CDBG-R funds includes funding for a substantial building renovation of the Community Action Council's Robert Lewis House in Eagan ($265,500), and more moderate renovations for the Rosemount Family Resource Center ($80,000), Farmington Senior Center ($70,000), Burnsville Youth Center ($10,000), and the Northfield Community Action Center's food shelf ($10,000). In addition, 5% of the total allocation will be used for general program administration.
