Council grants 2 liquor licenses

Two Rosemount restaurants were granted liquor licenses by the city council Tuesday. Café Raisa and TOPS Pizza and Hoagies both received upgraded licenses.

Raisa Prokopenko applied for and received a consumption and display permit for her restaurant, Café Raisa, which serves Russian cuisine. The permit allows for customers to bring intoxicating liquor on the premises and the cafe can serve mixers just as juice or pop, said city clerk Amy Domeier. However the permit does not allow for the sale of intoxicating liquors.

The café also holds a strong beer and wine license.

Domeier said a police investigation turned up no reason to deny the permit.

Markos and Steven Chouliaris applied for and received an on-sale class B liquor license on behalf of TOPS Pizza and Hoagies. The license will allow the restaurant to run a full bar. The 20-year-old restaurant has expanded its location more than 2,000 sq. ft. in which Domeier said the restaurant has held a strong beer and wine license for 15 years and has never failed a compliance check.
