City planners recommend Flint Hills IUP
The Rosemount Planning Commission has recommended the city council approve an interim use permit for Flint Hills Resources to put up to 30 temporary blast resistant modules on their property.
The commission made the recommendation after holding a public hearing at which no residents spoke.
According to a staff memo, Flint Hill intends to double their contractor work force from 500 workers to more than 1,000. The contract employee parking for workers will be located in the existing employee parking lot south of the administration building on 117th Street.
From that parking lot, a bus brings employees to the project where they are working. The bus travels 15 miles an hour, the speed limit within the refinery. The distance between the work site and the parking lot makes it inefficient to travel from the work site to the permanent break room. The 30 modules will be similar to trailers and would be used as locker rooms and break rooms for workers. They would also be used as a safe area in the case of emergency. The 12 x 40 foot buildings will be trucked to Flint Hills and installed with a crane.
The refinery will also put up a warehouse building of sprung steel and a fabric membrane shell. According to the staff report the structure will resemble an oblong dome with a peaked room. The specifications for the warehouse were reviewed by the city's building official and meet code requirements.
The staff memo states the project meets the standards for an interim use permit. The uses conform with the Heavy Industrial District and according to staff will not negatively impact the land around the facility.
If the council approves the permit it will be valid until Dec. 31, 2016. Each building and trailer will require a building permit and will be required to meet building and fire codes. Additionally, Flint Hills will be required to obtain a grading permit before grading or installing the modules.
