The Dakota County Board of Commissioners met on December 17, 2013 and took action with respect to the following matters:
Approvals/Authorizations/Adoptions: County Board Meeting Minutes – November 19, 2013. Ratification of Federal Transit Administration Job Access and Reverse commute grant and grant agreement to accept MN Department of Employment and Economic Development funds. Submit statement of need for new Rule 31 chemical dependency out-patient treatment program in Dakota County. Contract with Ally People Solutions for office support services. Proposed 2014-2015 Biennial Service Agreement for Minnesota Family Investment Program consolidated funds and Community Corrections 2014-2015 Comprehensive Plan. Overview of Community Corrections Advisory Board topics for 2014 and Human Services Advisory Committee Work Plan. Statewide Health Improvement Program (SHIP) contacts with school districts and smoke-free multi-unit housing. Funding of Solid Waste Management Coordinating Board special projects. Amendments to Household Hazardous Waste Reciprocal Use agreement with Scott County. Application for Brownfields Assessment Coalition grant. Five-year contract with Gopher Resource, LLC for facility use and hazardous waste and recycling operations. Contract with Messerli & Kramer for state legislative services. Contracts with attorneys for representation of indigent parents in CHIPs cases. Labor consulting contract with Madden-Galanter-Hansen, LLP. Establishment of 2014 elected officials’ and County Administrator’s compensation. Joint Powers Agreement (JPA with counties and cities for Joint Metro-Area Adult Health Survey. Cancel 2013 debt services levies. Ratify community development funding requests to U.S. Department of Housing and Urban Development. Amendments to South St. Paul Community Development Block Grant program and Emergency Solutions Grant program. Contract for SHIP grant writing services. Storm water pollution prevention program grant application. Acquire shoreland conservation easements on Dahl and Robinson properties. Contract with Parkos Construction Company for Farmington Library renovation. Conservation Partners Legacy grant for Spring Lake Park Reserve. Contract with SRF Consulting Group for County Project (CP) 97-96. Acquisition and initiate quick take condemnation of trail easement on CP 97-116 and CP 9-52. Amend contract with Kinney Consulting for landscape architectural design services. Reappoint County Surveyor. Agreement No. 04595 for CP 43-32 and Agreement No. 04262 for CP 32-60 and 32-61. Schedule public meeting to hear comments on classification of 2013 Tax-forfeited properties. 2014 Intoxicating Liquor Licenses. Renew policy regarding installment plan for repurchase of non-homestead tax-forfeited property. Applications from Mendota Heights Real Estate, LLC and James R. Smith to repurchase tax-forfeited parcels. Approval of Plats: Dakota Path and Kenrick Fourth Addition in City of Eagan. 2014 legislative program recommendations. 2014 property tax levy, Dakota County budget and County Board priorities and 2014 Vermillion River Watershed Management Tax District levy. Appoint County Assessor. Accept gift to Dakota County Library. Closed executive sessions: Claim of Deanna Rodenbeck, Settlement of Parcels for CP 5-41 and evaluate performance of County Administrator.
